– Market Access: Commercial passenger air transport licenses generally require public tender (exempting helicopters and executive aviation), while cargo operator certificates have no quantity restrictions
– Comprehensive Regulation: Covers aviation transport, general aviation, drones, and other activities
– Transitional Arrangements: Existing operators may convert to new licenses within 90 days starting July 8, 2026; full-freighter commercial cargo operator certificate applications may commence from July 8, 2026
