Legal Alert: Macau Government Approves New Rules for 2025 Economic development pecuniary contribution plan

The Executive Council of the Macau SAR Government has finalized discussions and approved the draft administrative regulation for the “2025 Economic development pecuniary contribution plan”.

This plan, in place since 2008, provides financial support to both permanent and non-permanent Macau residents. The 2025 regulation introduces important updates, particularly regarding eligibility requirements.

โ—ฆ Permanent residents will receive MOP 10,000.
โ—ฆ Non-permanent residents will receive MOP 6,000.
โ—ฆ Recipients must hold a valid or renewable Macau Resident Identity Card as of December 31, 2024.

โ—ฆ Residents must have stayed in Macau for at least 183 days in 2024 to qualify;
โ—ฆ This is a new condition compared to previous years.

The following groups are exempt from the 183-day residency rule:
โ—ฆ Individuals under 22 years old in 2024 whose parent is eligible for the scheme.
โ—ฆ Individuals receiving disability pensions under Law No. 4/2010 as of December 31, 2024.
โ—ฆ Individuals receiving disability subsidies under Law No. 9/2011 as of December 31, 2024.

Absences for specific reasons (such as higher education, hospitalization, work assignments, official duties, or residence in certain areas of Mainland China) may be counted towards the 183-day requirement, provided supporting documentation is submitted.

โ—ฆ Eligible residents will receive payments automatically via bank transfer or cheque, according to the established scheduleโ€”no application is needed.
โ—ฆ Those who do not initially meet the requirements but qualify due to special circumstances can apply between June 18, 2025, and December 31, 2028, through the Social Security Fund or designated online and physical channels.
The regulation has been published and will take effect on May 30,2025.
